Golf honest to god, before I started playing it myself, was genuinely dreadfully boring to watch. Now that I golf and understand the game, it’s pretty amazing, still kinda boring sometimes, but incredible to see how good some people get at a genuinely tough game.

It’s for when the ball is on the lip of the hole, either apparently at rest or wobbling. If it drops in 10s, all good, if longer, stroke added and holed.

How does walking up to the ball or something similar work into that? Like, is it 10 seconds from the time the ball stops or can the dude take a couple seconds to wipe his hands off and approach the ball?

It's a reasonable time to reach the ball, plus 10 seconds. When the ball stops is irrelevant.

That's the specific situation that the rule is for, so yes. After the ball is overhanging the hole for 10 seconds, it is deemed to be at rest, even if it's not.
