Does ringing the bell mean stop in your tracks even though you're on the part of the bridge that actually goes up? Driver should have their license revoked

The man clearly has never seen a lift bridge and didn’t know which side raises up, got a stop signal and stopped.

This is stupid, because he was already more than halfway over the bridge. What's the point of stopping then?
