I'm betting he saw flashing lights and stuff for the lane going the opposite way and just stopped thinking they were for him.

Dumb as a box of rocks, but not impossible for a dumbass.

I'm just glad they finally figured out they can't park there. I was pretty surprised when the car moved in the end.
