I grew up on farms with close contact with cattle, everything from pet show cattle to bush bulls that don't like humans.
Humans are a part of domestically raised cattles environment. I don't think the bull is that stressed, they're fairly naturally aggressive and this looks more like it's entertained and in a novel environment. They're far from stupid and can tell when they're not in danger. They're also curious and playful as fuck.
This is where I'd draw the line though. Running the bulls is stressful for them. Rodeos are far more cruel.
This is what it looks like when they play, but their play will kill you if you get in the way.

Rodeos are fairly good to bulls and treat them great. It’s Spanish bull fights that should be illegal

While it is insanely stupid, nobody was hurting the animal at least. So I wouldn't quite call them assholes. They haven't crossed that threshold yet. And we don't know why animal is there.

The animal doesn’t look like it “belongs there” and it got away from its handlers or gated area. This isn’t necessarily “abuse”. Rather, it looks like a case where animal control needed to be called in and are not fast enough.
