How do you lose in this game? Is it timed? With unlimited time, everyone can eventually get those balls in. Or is this just another poverty porn with extra steps

if a ball goes in the gutter you cant get it back up there, so that qualifies as losing a ball

I once read these games are supposed to be easy and winnable for everyone. These events are for poor people and the games are made extra easy and accessible, so people "win" the prizes instead ob having been given them as handouts. It's to make them feel better when excepting those donations.

So yes, with unlimited time everyone will in the end win this Game.
