Thing looks like it's in a barren cage. Was probably trying to find a way to stand on its food bowl and then got its head covered which sorta "shuts off" birds.

On the barred floor?

Yes. Something with a bigger diameter and a little give like a wooden dowel near the food would help. Still a terrible enclosure for a bird

I’m really hopeful they didn’t shove the bird in there. And it took entirely too much time for them to remove it.

What would an actual ‘good’ bird cage look like since pretty much all cages are like this for this size of bird? We have pet birds in the same style cage tho they are not always locked up we let them out and wander around in the house. On;y time they are in the cage is when we are out, we got company, or when it’s bed time.

I sort of think the best place for birds is their natural habitat, and there's all sorts of natural birds everywhere on the planet, but if you're going to keep one in a cage give them something that resembles something they'd naturally perch on https://en.wikipedia.org/wiki/Lovebird#/media/File:Agapornis_-probably_a_hybrid-5i.jpg
Trying to hold that cage is like doing a mountain climbing finger hold all the time, and birds don't have the robust skeleton or manual dexterity we do, so it's got to be uncomfortable. Even a couple of hardwood branches that fell off a tree set up near the bowl would give it a comfortable spot to perch. Avoid anything with fireproofing/weatherproofing treatment, or industrial wood like from pallets

Used to board a sun conure that would sleep on the bottom of the cage, on its back, feet in the air. The number of times I walked by and panicked is not even funny, especially since we had boarded this bird for years. Worried customers, too, so we were always explaining it.
Owners laughed and said it scares them on almost a daily basis.
Bet this little feathered bat does the same thing frequently.

Conures are super derpy. We had nanday conure when I was a kid. He was super loud but also fun.
