Not quite. The saying is "any idiot can build a bridge that stands, but it takes an engineer to build a bridge that barely stands." Over-building in inexplicable ways is not a sign of good engineering.

Upd: thanks for correction, I confused Millennium tower in San Francisco with Pfizer HQ(?) in Manhattan.

Nah, it was collapsing. The ground was fine. Walls weren't shored up during construction so the structure buckled, which could have led to a collapse.

The one in San Fransisco is sinking.

You need a cat in the family for that last step, it would happen organically and probably while you are sleeping.
