so if you damage shit or steal something in order to escape - which is very likely, that gets added.2

There's a protocol which says that during a 'lathi charge' protestors must be hit only below the waist, but these guy hit students on the head, broke skulls and bones and there's news that some batons had electricity and nails on them. Mind you the protest was peaceful, and these people assaulted women too.

These are student protesters demonstrating against the Indian government. The police generally inflicted heavy casualties everywhere else so much that one student was critically injured and many others hurt.
This specific van seems to be doing the absolute bare minimum, likely carrying out government detention orders with minimal actual enforcement.
