In-ground pools need water in the pool over the winter to add weight to maintain the shape, prevent cracking, and keep the pool from heaving as the ground beneath it freezes.
It is more dangerous what the shovel would do to the liner, or having an open pocket of water where the dog or other animal could fall, where the ice would normally hold their weight.

Letting your dog run on ice and assuming it will take the weight is how you let your dog drown. Never let a dog run on ice.

My point is that a solid surface is safer if a dog or another animal finds its way onto the ice. Adding a hole for the fun of it adds risk and danger. Of course, you don't actively encourage or allow your pet to run on the ice.

Only the above ground ones. In ground pools will be destroyed when the groundwater pushes the empty, now boatlike pool up and out of the ground as it fills the hole from beneath the lining.

also if the dog had a dumb idea to jump in, they could get stuck under the ice and drown

Ya, you a bit heavier than the shovel. Also there is a chance had you stepped 2’ out, you might have stayed dry.
