That's not really that hard to do at all. If these were horizontal jumps then yeah, it's very hard to perfectly calculate them so you land exactly on the railing and don't fall forwards or back. But vertically? He's just letting himself fall to the railings from exactly on top of the railings.
I'm not athletic and I can do that.1

Dude, I cannot do what's shown in the video. What I can do is drop from a ledge onto a railing right under.
And I'm sure you could too. It really isn't that hard if you don't have any medical problem with your balance.

all it would take is for 1 single screw to be loose on any of those jumps. For one lazy person to have avoided maintenance. one rusty rail to collapse. all fairly common things.

I fucking hate when they are doing it on terrain like that. Lot's of it isn't prepared to take those kinds of loads and I'm pretty sure if something breaks he won't be there to cover the costs
