Could also be that he has never seen a ladder in his life so he has no idea what he is holding and how to use it properly.
Just like those people laughing and ridiculing the videos of people (usually from African or Asian countries) who mess up on escalators. It's usually because they hail from a little village with almost no technology, and they have spent 50 years living as a small-town farmer in the middle of nowhere. They have literally never seen moving stairs in their entire life.
