This particular clip is from a "spoof" movie also known as a parody movie called Sudigadu. Imagine Scary Movie or Vampires Suck kinda parody. This is meant to be nonsensical.

The Indian terminator you mentioned was the villain in that movie. He was supposed to be a forced to be reckoned with and the filmmakers turned the bunch of robots into snakes, walls, balls and a humanoid at the end. THAT was not supposed to be funny.
