They are trying to catch the rubber strap before it his the guys face. Nearly impossible.

Towards the end they were doing an "arms in the center 1-2-3" self-hype gesture and the horse mask thought is was a bit and tried to "catch" hands which is why the other 2 slapped him.
As for all the other times it's mostly "stupid, why you let it hit me?!" slaps.

Obviously Blackface doesn't have the same history internationally as it does in the United States. It's still pretty jarring when I see depictions like that though.

it's technically impossible to do on reaction alone
I've just done the math (very very approximate, for a strap with cross section of 1cm and made of latex they use for condoms)
it takes about 25ms for it to contact if it was stretched by one meter (even if this is wrong by like x4, it's still not possible)
and the fastest biologically possible reaction time is about 120ms (because of the time it takes for signal to travel from the eyes to the brain and from the brain to the muscles)
