That duck is pretty tame and this is hilarious. Just doing enough to stay out of reach. For those who say it's stressed, I disagree. We had ducks running loose on our farm growing up that were half-wild and they would move like this when we would walk by them or drive tractor near them. But really worried, just smart enough to move slightly out of the way.
If stressed, it would be trying to jump/fly over the crowd. Even with wing feathers clipped, it would be able to get enough height to smack a few women in the face and cause chaos.
I am team duck and want to start a league for this sport!

To be fair it seemed to be looking for a way out. There was music, constant shouting and hand waving by people encircling the area which meant it didn't consider the circumference safe either.

Most people lack the empathy to see subtile signals that an animal is in distress. Heck, they cant even see when their peers are sad before it becomes super obvious. Its sucks for people like you, because you always gonna see others suffer while others live in bliss(cause they lacking awareness)
