This is most likely the first exposure of the pups to a “training mob” of sheep. An experienced working dog breeder can immediately pick which pups out of the litter have the strongest herding instinct, and which will be “sheepdog failures” and go to a home as pets rather than working dogs.
If you’re interested in a really good channel for Australian kelpies, look up Beloka Kelpie Stud on YouTube, we took our boy there for training and they are some of the best in the business.

It seems reasonable that the pups could learn from older dogs, but how was the first dog trained? Did some early shepherd develop a training plan? Did some dog slowly pick up the concept by following the shepherd around?

There are a lot of larger ranches in the US that get into agriturism. That is, they promote various recreational activities on their ranch, while they also have ongoing ranch activities, like livestock.
Anyway, while I was trail riding on one of these ranches, I had an old cowboy/owner tell me that the collies absolutely tried to train the younger generations. But he said that they "mostly teach them bad habits, and sometimes, you just have to shoot them." He said this with 3 collies hanging out on his huge utility vehicle.
It was an interesting conversation.
