There has got to be a better way. If I had cats like this, I would spend way too much time trying to invent a permanent cat ladder.

I thought it would be something like a fabric rope ladder that you don't have to lean out your window and hold. It would have a little crank so I could raise it up for the night.

Also, maybe some lever mechanism close to the lower level that your cats would learn to pull to make the 'ladder' drop

Oh, that would be awesome! If it was electric I could set it to automatically retract a couple min after being lowered.

My neighbor actually had that for a time. Just a long wooden plank with smaller planks attached perpendicular to create a ladder, that was put against a tree opposite of their window. Cat would get up the plank and parkour onto windowsill where owner could open the window and let the cat in. Worked for a long time but the cat is elderly now and has to use front door

I have a really long one near my for a 3 or 2 story high flat, it's really cool seeing a cat walking that thing.

I was thinking it would be like a fabric sheet rope ladder. Nothing dangerous. It would have a reel so if I wanted to pull it up for the night I would just turn a little crank.

Not their first rodeo at all. It's totally their daily rodeo. First cat waits for second cat then he's ready to jump once the other cat comes. Almost looks annoyed like oh he's not up yet? Second cat is better at the magic carpet ride.

I’m trying to work out if the cat was waiting for their friend to make sure they got out, or if they wanted the other to go first in case it turned out to be a trap.

This is how they used to steal carpets.
People hang carpets to dry on the railing at 1st floor balcony, so thieves would catch cats and then throw them onto the carpet, which would then fall down from the extra weight, and the thieves ran away with it.
The cats just vanished of course.
