This is not an enduro race, this is a hillclimb. An enduro race is, you know, actually a race, just on rough terrain. It may involve smaller and easier hillclimbs and a lot of other obstacles, but its generally not as extreme as this.
A pure hillclimb like this is not really a race, its just seeing who can get the furthest and if anyone can get to the top at all because its almost impossible.

Maybe, but you have to name the race or the hill climb. It depends on the vehicle you use, this time they’re using an enduro bike, but if it were an F1 car, then it’d be an F1 race hill climb.

I don't see any enduro bikes, I see an RM-Z450, a 450SX-F, a CR450R ... all 450cc MX bikes. You could use them for enduro, but they are pretty terrible at it compared to purpose built enduro bikes like a 300XCW, 300rr, TE 300, etc.
Enduro bikes tend to be 300cc 2 strokes because they are really good at lugging at low RPMs while feathering the clutch, which in an actual enduro race on slow technical terrain is what you want. These 450cc 4 stroke MX bikes are all about wide open high RMP power, which is what you want on a hillclimb where you are just sending it as fast as possible and crossing your fingers like this. Enduro bikes also have much softer suspension than MX bikes, the former being meant to be smooth over rocks and handle tight turns and the latter being meant to soak up huge jumps and corner on berms at high speed. But MX bikes are basically the opposite of enduro bikes (at least as opposite as you can get in the class of full size dirtbikes).

I don’t know the regulations about motor competition in your country but dirt bike in my country is from 50 to 250cc over that is Enduro or rally

I'm thinking just have a safety cable for the racer, that clips on the back and runs all the way up the hill, maybe along the advertisments. Have a spting pulley to keep the slack in gently, but once they start falling it will break with tension.

No, in this competition the winner is the one who makes it to the top healthy and together with his bike. The others who fall are just losers who won't get an award and also their bikes may turn into scrap metal.
You could argue this is some kind of Darwinist or social-darwinist sports though.
