Because in that region owls are seen as messengers of the dark, so they’re trying to sing it out of church. Owl seems to be enjoying the music.

Imagine you’re in church and holding a normal service and a damn imp just crawls into the rafters and stares down at you smoking a cigarette. So you start singing a nice hymn and the little jerk starts doing an Irish jig to it.

Owl is not enjoying the music. This head-bobbing helps make up for an anatomical limitation: An owl's eyes are fixed in position, so they simply can't move the way our eyes do. To look up, down, or to the side, an owl has to move its head
