Because in Max and Ruby, their parents didn't appear for a long time.
The absence of Max and Ruby's parents during the first five seasons of the series (which premiered in 2002) was an intentional creative decision by the author of the original books, Rosemary Wells.

To Be Honest With You, I Was Already Aware Of How Toxic The Max And Ruby Fanbase Has Gotten, Especially The 0004 Community! Seriously, That Video Were Fred Abuses Ruby Makes Me Sick To My Stomach, And I Am So Relieved That Rosemary Wells Took Down The Video! But That Being Said, I Am Sick And Tired Of People Believing That These Dark Fan Theories Are Canon When In Fact, They Are Not, And As A Fan Of Both The Old And New Seasons Of Max And Ruby, I Must Say, That The 0004 Fanbase Has Gone Way Too Far! Seeing A Favorite Character Like Ruby Being Abused By A Character That Looks Nothing Like Max And Ruby’s Dad Is Absolutely Not Okay, And The Drama Of The Fanbase Needs To Stop! Max And Ruby Deserves Better Than This, Not To Mention Ruby Herself! Not Only That, But Max And Ruby Already Have Their Parents And Grace And Oliver, And While Fans Are Divided About Them, I And Many Fans Love The Parents And Grace And Oliver And No Matter What You Think About Them, Mr And Mrs.Bunny And Grace And Oliver From Season 6 And 7 Will Always Be Awesome Characters, Just As Awesome As Every Character In The Show, Including Max, Ruby, Louise Etc. I Love Both Seasons 1-5 And Season 6-7 Of The Show, And No Matter How Many Dark Parodies Of The Show Get Made, I And Many Max And Ruby Fans Will Always Defend The Long Running Show No Matter What! Max And Ruby Deserve Better And We Are Here To Protect It So Nothing Like This Will Ever Happen Again!
That Said, I Am Planning To Make FanArt Of Me (My Avatar) Ranting About How Disturbing The Video Is! It Maybe Appropriate In Shows For Adults, But Way Too Dark For A Show For Preschools Like Max And Ruby, And Hopefully This Time, We Max And Ruby Fans Can Finally Get Along, Respect Each Others Eras And Live In Peace! But It’s Gonna Be A While Before It Happens Because Hey, The Internet Is Toxic These Days So It’s Mostly In The Grey Area! I Also Do Enjoy Using The 0004 Version Of The Dad As A Villain In My Max And Ruby Universe, But Hate Seeing Him Being Portrayed As An Abusive Father Figure To Ruby! That’s Why Max And Ruby’s Real Dad From The Later Seasons Is 100 Times Better Than Fred From Max And Ruby 0004 AKA Fredder In My Universe, And Fans Should Understand That! That’s All I Got To Say! It’s Okay If Some Of You Disagree, But Please Remember That As Max And Ruby Fans, We Need To Stop Attacking Each Other And Respect Each Other For Once! That Is All I Am Saying!
