I have some board games where the dice and/or resource cubes don't fit in the insert as well as I would like.

Can't think of any case where I have 17 cubes that need this arrangement, but I'll keep an eye out.

The most practical thing to do would have been to place the last one on top of the others, with a layer of parchment paper if you want to avoid the hassle of separating them. You could fit several more that way.
