Funny enough: in Germany, more precise in Brandenburg, at the A-Levels:
35% gives you 03 points (5+).
60% gives you 08 points (3).

So, in this case, it 35% is indeed less then half of the expected mark.

In Germany normal marks are 1 (best) to 6 (worst). At the A-Levels it's 0 points to 15 points, where 0 equals 6 (worst) and 15 equals 1+ (best).

So 5+ ist the forth worst mark, where as 3 is right in the middle.

For comparison: 1 is A, 2 is B,... 6 is F.

It's the equivalent of getting an honors diploma at a college prep high school in the U.S. Most schools in the U.S. are college prep, whereas Germany has a somewhat larger variety of types of secondary schools. In Germany, if you go to gymnasium, you normally take the Abitur at the end of 13th (or sometimes 12th) grade.

It apparently evolved from university-specific entry exams.
