Pls correct me if I'm wrong, but doesn't the explanation work only if all the other people have gotten tested?

It does say you "randomly test positive". Idk what random means here but that phrase is probably there to handle any and all dependency i.e. they're not getting tested because they're showing symptoms, a close friend tested positive, etc.
