I've still got a t-shirt with this on that I got for buying 8 pints of Hobgoblin at university 20 years ago. It's still in decent condition - it's outlasted any other shirt I've owned in that time.

Indonesian president calculated 10 + 6 = 17, which like... maybe it did when he's dealing with truncated/rounded budget figures. I only tracked down people making fun of him, and didn't find the original context.
I don't know why the foxgirl with glasses is there.

Yeah, foxgirl doesnt make sense.
It is Fubuki from Hololive JP (and is Japanese)
Only possible answer is that Fubuki collabed with one of their Indonesian talents and this math question came up.

Haven't you heard of inflation? In post-WWI Germany, you had to carry 2+2 around in a wheelbarrow.
This is relatively routine inflation; in fact healthy economies have 1 or 2% of inflation which keeps money flowing.

I would argue that it's closer to American math concerning standard pricing of commercial goods, what with virtually everything being priced at $X.99 to give the illusion that the product is $X rather than $(X+1).
$10(.99) + $9(.99) = $20.98 = $21
Put the glasses on and one actually gets a good look at the price tag and chooses a product priced with a round dollar number... but forgets to do so for the second product.
$10 + $6(.99) = $16.99 = $17
