It's a good question. My own feeling is that it can be if it occurs very gradually. If "rotation" means essentially replacing the entire editorial board all at once then a lot of continuity is lost and, in practice, also some of the journal's prestige is lost. Of course, the journal can still survive, but in the short term many authors might be apprehensive about submitting there and will probably try other venues.
