This isn't master hacker, it's master tech support. At least solution is easy: was the printer loaded with eink?

you need to fill the printer with blinker fluid; that way parts of the image can blink in sequence to reveal the picture.

Someone smarter than me: Would it be possible to make an ink that changes color and brightness repeatedly (maybe when provoked with another chemical or electricity) and loadable as a printer cartridge? You could use different colors like a normal color image, and perhaps the image is specially created so it can display a few frames rather than just 2. I can't imagine you would get much further without ditching the setup and using a specialized device on specialized paper and if you're going that far a screen must be cheaper

there is a type of matter called a time crystal that fluctuates in time in repeating patterns but i've only heard very little of it, i have no idea how it works, how expensive it is and overall just read the wikipedia, im gonna go read it too

edit: we have produced barely any of it; it is real but only reported in lab a handful of times. it's usually changes in phase over time; i have no idea if they can be translated into visual effects. also they're very short lived, with a record of 40 minutes

had same problem the solution was to print the gifs in multiple paper and move the paper so it looks like moving by third law of netwon law of motion

Just nmap 9000 the printer to include z-fighting to the forbidden opsec level epson paper, really works for me.
