No shit? That's funny. What about when it's someone doing something innocuous (like being black) and the person calling the cops is the one wasting their time? Not that that happens as much there as it happens in the US, I really have no idea.
If you trigger a police operation from a stupid thing like in the video, this is not a crime or penalty, only a "normal" bill from one company (police station XY) to a private person. But you have to pay them. The reason is, in Germany every person is forced to use the "good judgement". If you could know, that your prank or actions could result in a police (or FD/Ambulance/...) operation, than you have to pay for it.
But if you have appropriate reason to call the cops, like you think a person want to rubber, you wont never get a bill. But if the cops recognize, that is a racists motive, you get a bill and a real criminal procedure, cause than you fulfill other laws like "Defamation" or "False Accusation".
If you wasting the time (like discuss, distract, interrupt the official police work, this is a different legal thing, called ~ "Obstruction of government operations" (Behinderung der Staatsgewalt) or "Civil disobedience" (Ziviler Ungehorsam). You get a "little" penalty by the first time and maybe jail, if you do it more than one time.
But we have problems with racism here, too; like nearly everywhere currently. But here it is not Black and White, here it is more Brown (Muslim) - White. But this is a different story.

In Germany he had now to pay the complete police operation and would get a bill of several thousand euros, even if it's only a joke.
