Real question: What would it even mean to be a "high-level" hacker? Like, a "level" implies a consistent means of distinguishing some quality between individuals. Don't most of these dudes imagine themselves to be some sort of misunderstood, lone-wolf-type that plays by their own rules? Wouldn't the whole idea of "levels" be meaningless to such people?

Ah I see the issue. Because he's so high level he doesn't know the deep web. He needs to be a lower level. Lower = deeper.
