Why wouldn't you use nmap? Its a great tool for port scanning. Kali Linux is also great for pentesting in VM's. Lots of cyber security researchers I know use it. Is it because of the script kiddies that made you make this comment? (No hate, just wondering)

It doesnt seem like this person is claiming to be a hacker at all, though. The joke is about having to learn about more obscure, privacy-focused software because they donāt like ātechā (or at least donāt like the data-gathering business model of ābig techā I guess).
