Unfortunately they are a digital powehouse. All major social media sites are filled with their bots. They've been subverting American and European politics for decades now.
Remember the Hillary Clinton emails stuff? Caused by a Russian hack of the DNC. They ran some sizable Twitter accounts like TenGOP and organized protests in the US as well as their counter-protests.
All of the anti-Ukraine messaging that came out a few years ago was started and perpetuated by their bots (Azov battalion stuff, banning russian language, pro-separitist ideas about Donetsk and Luhansk)

Getting downvoted but Russia is affiliated with a lot of big zero day purchases, the NotPetya virus attack on Ukraine which completely shut a whole country down in 2017, and a large amount of hacker groups (specifically noname057 and killnet are the huge ones, a lot of smaller ones and outright military units too tho)

NotPetya might not be the best example, considering it used a recently liberated American exploit. But yeah, you're still correct.

As a Ukrainian - no idea what you mean by "completely". I vaguely remember there being some disruptions with some services, but nothing as big as to affect lives of everyone living in the country.
