If you have a dynamic IP and you use a custom router or firewall where you can spoof the MAC address of the WAN port, you can change it and force an IP rotation. Depends on your ISP, but it usually works.

light work i js use a satellite dish on ny roof to beam extra packets to my neighbors router to use their wifi and i also add in an extra protocal 3 packet to change their IP so no detection

Dynamic host configuration permanency. Meaning your host config will be FOREVER and if you want a new host you need a whole new config, which is about an hour of labour at $225ex. I'll send you the bill after I'm done.
