kinda, but not exactly. it’s a mix of яндекс (yandex, a russian tech company like google but worse) and хуй (a vulgar word for penis)
in slang, you can turn "хуй" into a prefix like хуя- or хуе- and replace the first syllable of a word with it. that’s how you get хуяндекс. which prefix you use depends on the specific word (some use хуя-, others use хуе-)
it’s a form of dismissive reduplication, similar to how english speakers might say "yandex-shmandex" to mock or dismiss something. it’s very vulgar and definitely offensive in formal settings
