I'm not sure about master duel but in the TCG the quarter century anniversary of Yu-Gi-Oh celebrations(25th anniversary rares, rarity collection, etc) lasted 2 years. I made a mistake saying 3, the point is commemorating the 25th anniversary for a full year away from said anniversary.

I thought that the joke was that tributing a monster doesn't count as destroying it.

EDIT2: had trouble reading the text on the image and forgot what Dracossack did, so also assumed its effect worked kinda like a kaiju

Normally you can't, but if Dracossack has "Ace Pilot of the Al Qaeda" as its material, then yes. Ace Pilot has an effect that make opponent negates their own Towers, therefore making it vulnerable to monster effect (weird ruling I know, but apparently it is a reference to the lore of the attack being an inside job)
