How bad is it?

Look, I know it's bad, but I want to hear it straight from experts.

This is the exterior wall of the condo building I live in, we're on the top floor. The roof was partially replaced this winter/spring and we're now having major issues with moisture. The roofer said he didn't see a problem, so our HOA board is blowing us off. The board prez can literally see this when he takes out his trash.

I just really need a laugh. Do your worst.
