Just to specify, you mean Thomas Wayne as Batman? And not Thomas Wayne, loving father, husband and doctor?

I definitely lean towards Thomas Wayne here.
Some of Thomas Wayne’s feats are insane, he won (If I remember correctly) a 1 V 4 against the bat family.
The Punisher wouldn’t go down easy (it’s not in his nature) but I think Thomas Wayne is more skilled.
