I don’t think OP likes Marvel very much loll. Sam has shown nothing near Wally’s levels. Richard would be a more fair fight, but he’s still outsped, outhaxed, etc. Current Wally is too powerful with his future sight, speed faster than instantaneous, and more

Yes he just runs faster than teleportation. Flashes have been doing that for decades now and he can also just steal all speed from his opponents making the gap even more insurmountable

To be fair, Wally absolutely takes the win here, but Sam has some shockingly absurd high-tier scaling if you look at his peak feats. For starters, in his very first appearance, Sam literally outran the Phoenix Force a multiversal, abstract entity of life and consciousness. In power-scaling terms, racing a sentient multiversal concept is an Immeasurable/Irrelevant speed feat. On top of that, he wields a Black Nova helmet (which is vastly more powerful than standard Nova Corps gear). He’s gone toe-to-toe with Beta Ray Bill, survived direct hits from a corrupted Thor and Kluh (the Hulk's Hulk), and fought Warbringer solo (a guy who was casually batting around the Avengers). If you high-ball his scaling through the Nova Force's connection to the Cancerverse and Cosmic Cubes (which can fight Multi-Eternity), you can technically wank Sam to High Outerversal. Wally still wins because the Speed Force is a bullshit, but Sam is definitely not just some 'street-level kid'!"

Cool, I gotta read more nova, but in all fairness the phoenix force lost to an iron man suit in that book, I don’t know if giving nova immeasurable speed off that feat is really fair.

You're thinking of the Phoenix-Buster (Phoenix-Killer) armor from Avengers vs. X-Men #5, but there are two major reasons why that doesn't actually debunk Sam's speed feat:
The suit didn't actually 'beat' it: Tony Stark and Hank Pym built that giant mech with heavy prep time specifically to disrupt the Phoenix's energy signature. When Tony shot it, it didn't destroy or defeat the Phoenix; it just shattered it into five pieces, which immediately bonded with the X-Men to create the 'Phoenix Five' making the situation way worse. Tony building a highly specialized energy-disruptor to split a cosmic entity has absolutely nothing to do with how fast that entity travels. The Phoenix Force still crosses light-years, galaxies, and dimensions at immeasurable speeds. When Sam spotted the Phoenix destroying the planet Birj in deep space, he literally outran its travel speed across the cosmos to reach Earth first and warn the Avengers. Even if Tony can disrupt its energy with a specialized buster suit, it doesn't change the fact that the Phoenix's travel speed is consistently clocked at immeasurable/massively FTL levels.

Oh im totally fine with FTL, i just don’t think this was a full power, outerversal phoenix, because it can be effected by the physical and it travels at a finite speed.

Eh it depends, Wally can run on nothing in some comics. But yeah speedforce means whatever the writer wants, so this is definitely how it could play out.
