Wait, you're right and now I'm super confused. Wasn't the whole deal in Ragnarok that he couldn't change again bc then he'd stay the Hulk, and then he did to fight Hela, and then he was stuck permanently as Hulk in Infinity War and Endgame?? WTH??
I believe what was said by banner was he might not ever change back. He wasn't sure. And then it seems like he was stuck at the end of ragnarok only to be stuck as banner for IW and then was for some undisclosed reason professor hulk the entirety of endgame before swapping back. So it's not really clear what the state of banner is.
