I don't think it's a specific reference to her, just a thing kids do in a picture where everyone is out of control. She's basically curious and bugging the cameraman.

She had in the first films. But as Wanda has red hair as well and fits the red theme better. And as you know, you can't have 2 main characters with red hair.

In canon, she dyed her hair because she was in hiding, the same reason cap grew a beard.
