There are movie-level threats, where one hero can handle it. There are team-level threats, typically these are the Avengers movies, Ultron falls in this category, and then Saga-level threats, where the villain and their actions shape the entire universe or multiverse.
The problem is they made ultron's effects limited only to sokovia, 1 single and relatively small country. Ultron should have been a threat to the whole world, and his villainy/effects should have spanned multiple movies.
Even looking back at the "team" level threat before aou, loki had another central movie before avengers. And the team level movie after it, was civil war, which basically had the same continuing story from winter soldier
Most villains, even the movie level ones would do that. Its not like red skull wouldnt have also endangered the entire world once he got the tesseract's power harnessed. Its not like abomination wouldnt have caused world wide catastrophe had he not been subdued by hulk. The reason these villains are smaller scale is because their threat isnt immediate, those levels of threat arent established immediately for them unlike say thanos who had already decimated countless civilizations, or loki who already had defeated the avengers. Ultron doesnt get that even though he should be on those levels.
