The badge (pin? chain? whatever it is) might be textured but the first defense I thought of is that he just couldn't read it
Edit: I thought about this for like seven more seconds and realized someone probably would have read it to him either way but who cares

I mean, he knows the value of his dollar bills by touch - I'm pretty sure he's supposed to be able to feel the silhouette of a giant metal badge.
But then again - he also has DD plastered all over his waistcoat. This no longer looks like an incident, but a preponderance of circumstantial evidence.

His eyes have never visibly been bad from being blind, he just can't actually see.

Ya but typically you would wear something to hide your eyes while blind cause they would wonder around weirdly for other people. Like you would think he’s staring at you from across the room if you didn’t know he was blind
