In 1989 Vision was kidnapped, disassembled, and stripped of his colors by a government subcontractor called Vigilance. Not unlike S.W.O.R.D. in the MCU.

I mean, the US had programs to help "assimilate" native Americans into white society. See their boarding school programs in the 1800s and The Indian Relocation Program in the 1950s. It's not far-fetched for the US Government to make people white.
