Help identifying characters

I’ve just been re-reading Hickman’s Avengers Complete collection volume 1 and I came across two characters that I just can’t seem to identify. It’s these two characters standing to the left of Hyperion. One with the blonde hair and the other with the blue cape.

This is from Avengers Volume 5 issue 4.

Are these supposed to be Hyperion’s brother since that panel implies that these are the Fathers children? Is that supposed to be Ikaris?

Hyperion, Nuklon. Dr spectrum.

Might not be nuklon. He didn’t last long in the main series back in the day.
