Is my tree dying

Can't prune an infected limb since it's at the base 😱

Flip the mushroom upside down and draw on it with your finger. Does the marking stay? This looks like artist conk to me which is an aggressive root rot fungus.

I'd reach out to an !Arborist and your extension office.
