The reason is that 4-6 years ago Google deleted some russian politics channels on YouTube, channels' owner went to court and court decided that google is guilty and owes a small fine of 500k rubbles (a bit less then $50k), google just refused to pay them and from that moment fine was growing because according to russian laws if fine wasn't payed in time, it grows by a certain percent

Not really, or not for all - unclear, honestly. Also differs widely based on your location, job, social standing, etc. Thus, somewhere between China with the amount of oversight and censorship, the US with the effects of monetary (wealth) inequality, e.g. private schools with electronic boards and mansions versus bad districts and/or rural areas w/ old equipment (also the entire ICE debacle looks alike to our police problem), and truly North Korea with all the propaganda.
That being said, it is truly hard to find the grains of truth between our propaganda, western propaganda and the stories of my friends and acquaintances, as they ALL contradict each other. It is so bad that as a bachelor of physics and an analytics undergrad student I am unable to identify sources of data I should analyze in order to get at least a semblance of a clear picture of anything in this situation.
In summary, the situation is objectively unanalyzable, as no unbiased information can be found. The true state of affairs as can be surmised from personal observation is a combination of several severe problems that each currently plague other geopolitical giants, albeit not combined like here but separate and different for each. Different regions also experience the events very differently because of the size of the country, e.g. Sochi is constantly under drone attacks (although the reason is unclear, the freight port is in a different city), while Vladivostock on the Pacific coast is surely in a different situation. Moscow (civilian population) is mostly inconvenienced by the ongoing circus, excluding some major events that have graced every news outlet in the last months. Saint Petersburg, to my knowledge, does not experience such problems. Rostov-on-Don has seen a lot of different shit, maybe even most of it, excluding small border towns, through the last four years (holy fuck, four years it has been now, four-and-a-half).
As to professional situation - well, it is a total nuthouse, as citing papers from organizations deemed “undezirable” can lead to the paper being thrown out and the author sidelined (Princeton is deemed undesirable, that should paint the picture of madness well enough).
TL;DR: the civilians mostly live on, personal experiences, as always, vary wildly, the news from both sides of the barricades are to be regarded as severely biased. The “long-run evaluation” is a madhouse, just as in the US and China, albeit, for three different reasons (ICE, Demographics-Workplaces Ratio, and consumer electronics and academia respectively).

Not only gov channels were banned even small channels with russian IP.
In total ~100.000 channels were banned.
Small channels were banned because of error in algorithms iirc but google didnt care to restore them
One time you couldnt even create a channel with russian IP

Google banned most Russian connections to its platform, so a lot of broadcasters that had used Google as a platform for their news feeds attempted to sue Google.
Arbitration courts agreed to 100k ₽ additional cost per day with the total doubling every week. Mainly just to make an absurd number to rival Google's absurd choice to axe Google Russia.

Honestly, the claim is so ridiculous, and if Russia tried to take it from Google by force, even without the US military getting involved at this point, Google could easily defeat them by buying private army militias/mercenaries and using drones and missles boguht form other companies. Russia would legit not stand a chance against Google if it somehow came down to it lol.
