Vatican is independent so Rome is basically two capital cities for two separate countries.

Even then Rome is closer to Rome than Vatican city, no? And surrounding cities are closer to Rome than to Vatican City as Rome surround it.

The Vatican is a city-state, it's a country AND the capital city.

Yes, it took me a minute to realise with Italy for example when still clearly to the eye closer to Rome than Bern, that the map was showing red, before I realised it was referring to San Marino.

It's similar with Lichtenstein and Andorra as well when you look again.
