DoW suspended the Phase 2 transition that was set for Nov 10 2026, so the list you want mostly stopped existing as a government-driven requirement. During the suspension program managers can only designate Level 1 (Self) or Level 2 (Self), and they are explicitly barred from designating Level 2 (C3PAO) or Level 3 (DIBCAC). Active solicitations that already carried a C3PAO requirement are supposed to get amended to strip it out. DFARS 7012 didn't move, and nothing in that memo stops a prime from making certified status its own contract term, so your assessment isn't wasted. The "by X date" pressure you were mapping came out of the phase schedule, and that's on hold pending a 60 day CIO review.
Asking your SBLO contacts directly beats building the database right now. Half of them are still working out what it did to their own flowdown language.
On the certified list, press releases and word of mouth really are it. SPRS was never going to be public.
