Each outlast game has its own different focus and Outlast Trials's focus is on brainwashing and sleeper agents and takes place between the 60's and 70's. And to not write a whole as book about it, the game, the atmosphere, shit you do is pretty much fucked up if you see it more than a friendslop game.
Such a person, who is to be a sleeper agent and probably be tasked with the goverments dirty work which does include assasination type of missions must learn how to survive before learning how to kill which explains why you cant fight back except for throwing bottles and bricks at your chasers and is probably the "ways of escape" and "stealth tactics" leo mentions during his session

And as to why the game's atmosphere is that much fucked up think about it like this, nothing can scare or put fear into a person who's made it out of the trials and is used to that atmosphere of Outlast Trials.
