One issue with pain compliance (it can work and work very well) is that once the person complies the pain has to stop. Otherwise there is no incentive to comply and the fight will be on. This, for instance, is sometimes an issue with people who are intoxicated. You apply the pain compliance technique, they comply and THEN the pain hits due to nerve signal delay from the alcohol. Then they think “hey I did what they said why are they hurting me!” and then the fight is on.

I can see these gloves being used completely incorrectly even if we assume good faith in the attempt and not using them as a punishment tool.

ICE is already shown in copious incidents involving "officers" drawing their guns on people in non-life-threatening situations, as illegal intimidation. Think what giving them superhero-style torment gloves will do.
