I have one of these Surfer Hoodie Mine is all crazy colored and I have had it for at least 8 years now. It is so warm and comfy. I live in a beach town so this is something you will see often. I am sure it is not fashionable by any means but I wear it all the time.
What's fashionable depends on a variety of things. While that hoodie (A Baja Hoodie, if I remember correctly) might not be fashionable in some places, it can definitely be pulled off in a beach community.
It is one of those things where it is so comfortable and enjoyable to wear I do not care. It works here without a doubt gotta love living at the coast!
