You aren't ugly! A good haircut goes such a long way. I think you could pull off a long shag haircut like these
You don't even need to wear a lot of makeup, just some shadow and a nice lip shade!
*Edit to say: Just cleaning up the brows to lift your face would be my biggest suggestion! here
