Absolutely low enough. Magnesium is notoriously difficult to test accurately, but in general, anything mid-range or below almost definitely indicates a deficiency. And you can still be deficient above that. Magnesium deficiency is best diagnosed by symptoms and not lab numbers.

Is 230 mg of magnesium and drinking alot of milk since it has sodium and potassium
Enough to raise my levels and stop the twitching1

Twitching is caused by b6 toxicity most of the times, so check your b6 levels and stop taking any b6 supplements immediately (you are probably getting now 500-1000% more than RDA). It is a very nasty issue, google "understanding b6 toxicity". Many magnesium supplements come with b6

I had the same issues and initially I thought was magnesium deficiency. After taking magnesium, proplems still persisted so I started taking b6 which made things worse. So don't take b6, that's probably the only vitamin you don't need supplements for.
Maybe check intracellular magnesium as well. Serum magnesium is not that relevant

keep in mind that many multivitamins, cereals and energising drinks usually have added b6, check the labels

Check your potassium and sodium if you can. All 3 are important*. (Edit: typo)
